LOUA changes

The LOUA (Ley Ordanacion Urbano Andalucía) is in the process of change again; the AFO (Asimilacion Fuera de Ordación) which currently is for houses outside the PGOU town plan maybe applied to houses inside a town plan where the urbanisation will not happen for some while. 

Further to this; because a PGOU town plan takes so long to develop and become law, the Junta de Andalucía are considering changing it to make it easier. The Junta also want to call it LUSA (Ley Urbano Sostenible Andalucía)

An AFO up to now only applied outside of a town plan; applying it inside a town plan means legal access to electricity, water and sewerage where facilities exist.
The LUSA is an attempt to stop town plans being annulled for not being environmentally friendly
